TGA Consulting Engineers LLP were employed by Country Durham and Darlington NHS Trust (now part of Tees, Esk and Wear Valleys NHS Trust) and Project Co (a special project vehicle set up to build, operate and maintain the hospital under the terms of the PFI agreement), in conjunction with Summers Inman to provide Independent Tester services to certify the practical completion of the project. 

The role of Independent Tester was new to the construction industry, with the overall aim of ensuring that the certification of Practical Completion was independent from the Trust or the Contractor/ SPV.

Summers Inman and TGA Consulting Engineers adopted a proactive approach from the start of their appointments, with the aim of keeping all interested parties fully informed of comments and site progress. 

In conjunction with Summers Inman, TGA Consulting Engineers developed a process for visiting site, attending site progress meetings with the contractor, Trust, SPV and their appointed consultants, recording items at risk of non-compliance with the output specification, monitoring site progress, etc.  This information was issued to all interested parties on a monthly basis.

Again, in conjunction with Summers Inman, TGA developed comprehensive review sheets to verify that each room complied with the output specification (and subsequent agreed changes), with similar reviews also being undertaken on "as fitted" drawings, test certificates, maintenance manuals, etc.

This approach assisted the contractor and SPV to hand over a compliant building on programme.
