TGA Consulting Engineers LLP  were employed by the Department of Health and Capio Healthcare (now part of Ramsay Group) to provide Independent Tester duties for the mechanical and electrical services installations at the above facilities.  Summers Inman provided the building and contractual services for these sites.

Capio had signed an agreement with the DoH to design, build, operate and maintain Independent Sector Treatments Centres located on NHS land to provide out-sourced health services to relieve the burden on NHS facilities, with patients being referred via NHS GPs and Consultants.

As with other Independent Tester projects, Summers Inman and TGA worked closely to develop regimes for monitoring and reporting progress, as well as checking for compliance with the output specification.  As these facilities operate outside of NHS control, the agreements were complicated as HTMs and HBMs were subject to individual agreements depending on the function of the rooms.  Therefore Summers Inman and TGA were required to mediate on a number of occasions to resolve potential areas of conflict. 

The projects were all successfully completed, such that this model has been considered for use in other NHS/ private sector agreements elsewhere in the UK.
